This is a competitive Civil Service position which requires the applicant to be on a current civil service list for Director of Facilities and Operations III, or be able to complete the required examination.
EXPECTATIONS:
To coordinate the development and implementation of short and long-range planning relating to site acquisition and all school facilities. Manage district's planning and construction programs. Administer the units responsible for maintenance, custodial, cleaning and grounds maintenance operations of the South Glens Falls Central School District and perform a variety of other duties relative to assigned areas of responsibility.
SUPERVISION RECEIVED AND EXERCISED:
• Receives supervision from the Superintendent of Schools and Assistant Superintendent for Business
• Exercises direct supervision over maintenance, cleaning and facilities staff.
STATEMENT OF RESPONSIBILITIES:
Essential and important responsibilities and duties may include, but are not limited to,
the following:
1. Direct Facilities' supervisory personnel in planning and managing the maintenance, cleaning and operations programs of the district; confer with maintenance, custodial, cleaning and grounds personnel regarding methods and procedures of work, operational issues and supply and equipment requirements; assist with and solve existing problems and determine future requirements for personnel and material; confer with school officials regarding problems and needs on a 24/7 basis.
2. Supervise assigned personnel; assist in the selection of Facilities, Maintenance and Cleaning personnel; evaluate work of employees; prepare and conduct inservice training; administer contract on a fair, respectful and equitable basis.
3. Develop new methods as needed and ensure established procedures are carried out efficiently; review and recommend policy, personnel, and procedural changes.
4. Consistently and comprehensively inspect all district facilities; resolve existing problems and determine future requirements; develop cost estimates relevant to facilities planning, maintenance, cleaning and site acquisition.
5. Coordinate and develop data in areas of school facilities and housing needs, site selection and acquisition; prepare specifications for bids; field test new supplies, tools and equipment.
6. Manage use of facilities by district and community groups and individuals; coordinate special events' operations requiring preparation and cleaning of facilities;
7. Manage district's energy conservation program; serve as district environmental impact officer; serve as the district's representative for state-funded construction projects.
8. Prepare written and oral reports and applications, conferring with state, county and local officials on matters pertaining to the district's building programs and their operation in compliance with applicable Federal, state and local laws and regulations.
9. Prepare working sketches and blueprints; interpret, implement and develop specifications in the design of all buildings; consult and advise in regard to alteration of existing structures.
10. Assist in coordinating the development of short and long range planning with respect to site acquisition, application and disposal and school facilities.
11. Work with architects, building inspectors, school administrators, public agencies and contractors on the design, construction or alteration of school buildings and landscaped areas.
12. Review, advise, approve and assign work requisitions; review requests for alterations, remodeling modernization and other work; make and review cost and labor estimates on construction and repair work.
13. Maintain documented schedules for and recommend implementation of preventive maintenance programs across the district.
14. Review and evaluate budget requests from the supervisory personnel and prepare operational budget for department.
15. Operate a computer and modern software to develop, direct and maintain computerized facilities program, inclusive of energy, safety and security.
16. Perform related duties and responsibilities as required and assigned by the Superintendent of Schools and School Business Manager.

Knowledge of:

Environmental Conditions: Office and field environment; building site; travel from building to building.
PHYSICAL CONDITIONS:
Essential functions require maintaining physical condition necessary for sitting, walking
or standing for prolonged periods of time; operate a computer and keyboard; near visual
acuity to review written documentation; ability to hear and understand speech at normal
room levels and on the telephone; manual dexterity to operate a telephone; lift
horizontally and vertically, bend and stoop.
